open your notepad and paste this,

color a
netsh wlan start hostednetwork *give your hotspot a name*
netsh wlan set hostednetwork mode=allow
netsh wlan set hostednetwork key=*give your hotspot a passkey of your choice*
netsh wlan start hostednetwork
exit

save the file as hotspot.bat this is very important.
after you have saved is right click and run as administrator, 

walaaah !!! you have created a hot-spot. 
STEP II 
go to networking and sharing center in control panel and select the network that has internet access. 
eg, mine is a WIFI network. click it and check the properties, and click the sharing tab at the top . after that allow sharing and select your hot-spot network, {mine is Local area connection 2*}
