the flood did not cover the whole city. The Southwest area of Houston is not really affected. Houston is a city in the State of Texas, just like Lekki can be equated to a city in Lagos State.
Most of the places you're seeing on the news are in Downtown Houston, North Houston, Spring, Cypress, some parts of Katy and some parts of Sugarland. I live in the Southwest area and most people are fine here, Southwest Farmers Market on Bissonet is open, My Hoa is open. Westpark Tollway in the Southwest area is even open.
