From the experience of myself and people close to me I can see that ordinary users have somewhere ssl in the case of ordinary websites. Another case is with banking services and payment systems. In the case of banks, they themselves spread the knowledge about the necessity of ssl. The advantage in Google's ranking for websites with ssl is pure hypersensitivity. ssl should be used to encrypt sensitive data, and not a website with content or a website where the only form is the one for entering a login and password.
