Easy Blog Networks hosting alternative for non wordpress sites
I am now looking for hosting that is suitable for PBNs in which I will be uploading old sites, basically in raw HTML. I've also been working on a PHP based CMS that will allow me to update many functions easily across a high number of HTML files.

Just host them anywhere and put them behind cloudflare. With CF nobody can tell where your site's at.
Actually you can, there is possibility to check historical data of changes on securitytrails(dot)com, try it, type some domain, then on a left corner pick "Historical Data", with this method you can easily get original IP of most of sites even behind cloudflare

remove mx and txt records when add site to cloudflare

now checkers cant tell IP behind CF site.

also wordpress pinging and other stuff may expose original IP
