After that Cpl. Palermo decided it would be wise to follow-up with a body toss to the concrete. The officer was apparently disturbed by the fact that the woman had walked past a routine traffic stop he had just made. When the woman strolled by, Palermo demanded her identification and she insisted that she had done nothing wrong. That didn’t stop him from arresting her for “obstruction”. When Palermo’s supervisors reviewed the arrest, the woman was released and it was discovered that she had lost two teeth in the assault by the officer. She was also treated for a concussion and is on watch for a possible surgery. The Police Chief of San Marcos, Howard Williams began an internal investigation on May 30th. The department has also issued the following statement: Cpl. James Palermo of the San Marcos Police Department was arrested Tuesday, July 16 and charged with aggravated assault with serious bodily injury by a public servant, a first degree felony, in connection with an incident that occurred May 29 in which a woman suffered serious injuries during an arrest.
