So I had a problem with my previous kindle and had to return it to Amazon and I got my replacement recently. Even after 10+ minutes it doesn't go into sleep mode and the light stays on.
My Kindle Fire is connected at the moment I try it. Is there some other way to do it? Even if that's the case I tried booting normally into Windows 7 and using task manager to end process pretty much everything, but that didn't help. I hope you have a wonderful rest of your day.
