Volume on a global search is what is searched on google for a term vol/month ie.. 1400 searched per month for that keyword/phrase. but what do 0.99 (as an example) figures represent in the competition column?

It's best to use high search volume/low competition keyword for SEO ranking but unfortunately we don't find such type keywords usually. When search volume of a keyword increases,  the competition also increases with the same pace. In this respect, we should choose low search volume/low competition keywords that will rank very fast and are very helpful for SEO. 

Yes, I am aware of your response my question really was 2 fold what is considered (number) high competition? and what do those numbers represent? ie 0.09 means what exactly Also what is considered high search volume 1 mill? 5mill? 20mill? etc

If a keyword has a monthly search high and competition low then SEO will be the success. And your target will be completed.
