In paragraph generation the decision to select a dependent type will be made without regard to the selection of other dependent types. For example, a noun can have probabilities P6 and P7 of being the governor of a noun and an adjective respectively. The selection of a noun as a dependent based on P6 will not affect, and will not be affected by, the selection of an adjective as a dependent.
