Happy noise for a short news day ... as if anything will be done. Tech world will not solve this, but gubermints (sic) might. When that happens the landscape will radically change.
Well, good, imho. 
The attitude of do-it-while-we-can-get-away-with-it is on notice, and it's consumers that are starting to wake up, at last. 
Sadly, the horse has bolted so it'll take a lot longer to reel it in.
There definitely seems like a groundswell of that opinion, engine. 

The main enemy of it besides lack of legal boundaries is people sacrificing their privacy for convenience. 

There are sound reasons for having cookies and a degree of information sharing, but it's a sliding scale. We've all seen how liberal those phone apps can be about what parts of your phone they need to access. 

The boundary has been getting pushed and there has been a more insidious narrative when it comes to information sharing. It'd be a good thing to put a curb on it.
You mention phones, BOL, and I have removed apps that require access to more data than they need. Similarly, I won't install apps that require too much access. 
I'm sure more people will start to wake up to this.
