edit /etc/issue
Edit the file /etc/ssh/sshd_config. 
Uncomment the line that says "#Banner /etc/issue.net". 
Put your greeting in the file /etc/issue.net. 
Get the ssh server to re-read it's config: sudo service ssh reload
