T2 mainly for Bad T1, to let T1 much better...
Depend on your strategy. If you have a solid source of parasites, tier 2 are critical to keep it up.
But they have dropped a lot in usefulness with the Google update on 2.0 properties. Now subdomains on 2.0 are not what they used to be.
If your T1 is powerful then no need to T2 otherwise always build T2. It gives more power. Thanks

If T1 is solid. You won't even have to build T2 links. It's just a supplementary for strengthening the link juice in most of the cases.
I would recommend that you focus on T1. Better and you would no longer require having T2.
I feel tier 2 yet is required to push up your tier one but keep an eye out for other experts seo guides if they recommend it or no
I use T2 just for the sake of indexing and actually improve the juice from T1
