You'll need an Instagram account with 40K followers. 

One way of getting 40K followers is following people over and over and you'll gain followers by them following back.

This may take a while but this is an excellent investment.

You can charge people to ban accounts for a reasonable price (look up what other people are offering to ban accounts)

Once you have 40K followers, pick the account you would like to ban and report the profile for being under the age of 13
