On March 4, 2004, the Professional Regulation Commission issued the Memorandum Circular No. 2004-06. It is the official list of non-programmable calculators that are allowed to be used in the board examinations. But on April 20, 2018, the Commission prohibited two of the most widely used scientific calculators included in the list through the power of Memorandum Circular No. 2018. This new memorandum was issued in relation to the request of Civil Engineering Board Chairman Engr. Praxedes Bernardo to exclude Casio Calculator fx-991ES and fx-991ES Plus in the list of allowable calculators due to their “programmable features.” Additionally, the new memo also stated that examinees are allowed to use only one calculator during the exam, unlike in the past where examinees are allowed to bring a spare for emergency purposes.
