EU countries can accept more refugees from Syria if it cooperated with the better, said the new leadership of the UN Refugee Agency (UNHCR) told the BBC.
Diplomat Italian, Filippo Grandi, who took over from Antonio Guterres this year as UNHCR high commissioner, spoke while visiting Lebanon.
Grandi also encourages the EU to further assist Syrian refugees outside Europe.
The leaders of the EU have warned of the problem after more than a million migrants entering illegally last year.
French Prime Minister, Manuel Valls, told the BBC this week, "If Europe can not protect its borders, it is the idea of Europe that can be doubted."
On Friday (22/01) Dutch counterpart, Mark Rutte, warned, "When spring arrives and the numbers quadruple time, we as the EU can no longer cope with the numbers."
UN High Commissioner for Refugees newly met refugees in camps in Lebanon and Jordan.
Speaking to the BBC's Quentin Somerville, Grandi said, "Europe can absorb more refugees actually if done better arrangements between the various member states.
"Nonetheless, we understand the difficulties. It is a social and political difficulties are very complicated."
