Google Indexed Pages are not Showing in Search Console

Indexd pages start dropping dramatically after 20-Aug-2019

XML site also submitted many times after 20-Aug-2017 but indexed pages could not be increased (You can see it in 1st screenshot above)
I checked robots.txt file but could not found any issue.

When we check indexed pages through google search (eg. site:google.com) we can see 131 pages

if we check total indexed pages in Google through some SEO tools then we get different results:
seochat: 76
pingler: 97
northcutt: 106
Can anybody help me out ?

fix your redirect:
fix your redirect issues between non-www and www...
I suggest you use the first one, as www version serves zero benefits.
once you fix the redirect issue, then go you WMT > Click on your domain >
then goto settings, and set which domain version that you want google to look at....
Even though says WMT says nothing is wrong, it is my opinion that your site
has been penalized. You have 13,371 backlinks on 168 domains, that is alot
of links on a small amount of domains, however, I could be wrong, but remember,
google does not have to inform you in via WMT if you get a penalty.
Your link profile looks un-natural, how can the home page get over
13k backlinks, and almost no backlinks for other pages?
hire a google penalty expert to fix your problem,
or simply ditch the domain, and start over...

Thanks for your reply.
You are right that our site has been penalized in 2013. Although, we have taken actions on recommended activities by the Google and even penalty was removed after a year and we got a message from Google regarding this.
Our site was back with some dropped ranking (2nd and 3rd pages) BTW, earlier our site was ranking on 1st page for our targeted keywords. And thereafter we did not create any Spamy links for the site. Although, I don't know how 13k links are still pointing to our site ever after disavowing almost all links through WMT 3-4 years ago.
Will look into it and if I found 13 k links. Will disavow all the links.

We can not hire a penalty expert and also don't want to ditch the domain due to some reasons. But want to remove any type of penalty from the site.
I am going to disavow all un-natural and Spamy links again through WMT. If you have any other suggestion for removing any kind of penalty please suggest me.
You switched from HTTP to HTTPS. You need to add the HTTPS versions of the site to Search Console and track that, instead of http. That is the answer.
