The eye-popping stat accounts for those watching the video on Vevo.com, Vevo apps, Xbox, Roku and YouTube.
Cyrus previously held the record for "We Can't Stop" in June (10.7 million views), but boy band One Direction stole that record with "Best Song Ever" (12.3 million views).
