regarding OnAPP disk downgrade
Hi, I have a question about OnApp.
Some months ago I requested my datacenter to upgrade a Virtual Server and it was completed in 5 minutes.. We got an upgrade in our Ram, disk and vCPU. Today I requested to downgrade that plan as part of the project was completed, and they are telling us that OnApp doesnt support disk downgrades..

Is that true? its the first time that I hear it.. and in year 2018 it seems as impossible not to be able to do a downgrade of a disk. (Thats the good thing of a Virtual Server vs a Dedicated Server.)

Making a disk bigger is easy, making it smaller is very hard. This information is accurate, reducing disk size in OnApp is not as simple as moving the slider smaller.
Its a good practice to have your boot/OS and storage separate for this reason, then you can make changes to your storage without interfering with your system.
One way to overcome this would be to add a new disk to the system, migrate your data, then remove the previous disk. Depending on the situation, it may be best to create a new system, migrate data, etc.

Many providers do not allow to downgrade the disk space of a VPS. It makes sense.
While it may be possible to decrease the disk space manually, it can take a lot of time. It is also easy to corrupt the filesystem during a downgrade.
Hence control panels like OnAPP, Virtualizor, etc. do not support downgrades.

It is extremely tricky to do a downgrade safely -- you need to reliably reduce the size of the guest filesystem, then the guest partition, then the underlying backing LVM or file. A single mistake in any of those and your filesystem is corrupted; whereas worst case scenario with an upgrade is that you don't get to take advantage of the additional space.
This is why most control panels do not support reducing the size of handling downgrades of disk size.

Yes as others have said you can destroy your filesystem by downgrading disk space, VMware generally handles this ok, but you can run into the same issues with it, plus VMware is more expensive.
If you want the ability to change server specs on the fly and you know what you are doing with managing servers this is ware Iaas. Infrastructure as a service think MS Azure or Amazon Web Services, this is ware those platforms shine as you can easily scale resources up or down without issues.
Cpanel doesn't tend to play nicely with the more enterprise grade features of those platforms though, so if you want to host shared hosting servers it might not be a good option, but if this is for one off projects ware you need flexibility then go for your life.

It is better to order a new one instead of downgrading even with any VPS system.
Files can be corrupted.

Even on AWS or Azure you really can't scale down an EBS or unmanaged volume if it has windows or certain images, Azure is getting to where they always go with a small OS disk + data disk for resizing purposes primary.
