How I supposed to optimize every page for a specific keyword?
What I mean can I optimize one page for keywords like:
flower delivery
online flower delivery
flower delivery in ...
flower delivery to ...
best flower delivery
fresh flower delivery
etc
And is it fine to make all these pages for different keywords (of course with the unique explanation)
but list almost the same products on these pages?

It would be better off to try and target one page for many variations, especially if that page is going to answer the user's search query. That's really how you should be setting your pages up, the keyword they rank for should be keywords that contain info being searched for otherwise you're going to have bad traffic that could send bad signals.
