Virtualizor or SolusVM if you want go with Linux based virtualization . both Virtualizor and SolusVM can create OpenVZ (Containers) and KVM/XEN (Fully Virtualized Servers).
I think on Windows there is HyperV/Vmware (but don't take my word since my knowledge there is very limited)

The Virtual Servers you are about to create using any virtualization technology will not be a Cloud as they will reside on a stand-alone bare-metal server. So, it looks me that this conversation belongs to VPS section. Other than that. @XSLTEL-Mohammed explained how can you use SolusvM. If you want to use VMware EXSi you will not be able to manage it with SolusVM.

I'd recommend you do you homework first before selling your VPS to customers. There are tons tutorials in this forum about running the business, control panels, etc...
And a basic knowledge in Linux command line is recommended, so you don't have to pay someone $$$ for a simple task e.g., updating software packages on your servers.
