in vps you may just try every port. I dont think that sharing IP address in dedicated or VPSes is worth money.
As mentioned, sharing IPs in a dedicated/VPS environment would require some NAT work that would be apparent to end users. Shared hosting is a bit different, but if the provider is decent you should be able to trust that an IP sold to you as dedicated, is dedicated.

So if your dedicated address was 192.0.2.1 you would visit http://192.0.2.1 and see if it shows your site or someone else's.
You haven't said why you want this, but in general the best way to get your own IP is to get a VPS or cloud hosting rather than use shared hosting.

Your Dedicated IP must be point to your web site. If you have a reseller hosting then you can check DNS zone of other domains and can see which shared IP is using on the server.

If the IP is being shared with other sites, then it is not dedicated.

In cPanel under 'Server Information' you can see if you have a Dedicated or Shared IP because it says as such.
As MikeDVB as mentioned above , you can check if your IP is dedicated from the server information. It's good to have a dedicated IP to avoid null route issue with shared IP's in abuse situations. You can always contact your provider in case the IP is shared with a different user as well. Though once a dedicated IP is assign in cPanel/WHM. It can't be assigned to another shared user. But in some cases a IP is already shared with user.

If your server/VPS provider is providing a dedicated IP address then that IP is a dedicated IP address for your server only. You can not use that IP address for other server/VPS.
However, that dedicated IP address can be setup as shared IP address on your own VPS so you can assign that particular IP address to your all/some websites/clients. It depends on your requirements/setup.
