I believe the issue is that we just don't have the proper version of the plugin. I would think it would install with the Skype for Business 2015. Hello Shaw, Yes, for me the Skype For Business Basic 2015 plugin is present and works, I believe because I had Office 2013 std edition installed on my computer prior to removing it and replacing it with Office 2016 std edition. My co-workers that have only had Office 2016 std most of them do not see the plug in and cannot load the one that I am using. The web based skype does work for us, but the managers and execs that prefer to use Outlook rather than Outlook Online would really like to have the Skype for Business Basic plug in available.
