My bet is that a transition to https is what many websites need, to improve their domain authority with Google.
Many sites who dont stores users personal details, they Don't switch to https from http and i think it is okay if you have informative site and no transactions are performed, no need to buy SSL certification.

If you are thinking that changing from http to https is going to help you rank then you are completely wrong.
If a site doesn't do any kind of money transactions or some thing of such sort. Then it is entirely unimportant.
Very very informative one. Every point is exact and accurate.I just want to add one point that we should add structured data. It is true that Google still does not consider Structured data as a ranking parameter. But it is helpful to increase CTR(click through rate).
I would add keyword research to your list. There's no point doing anything off that list if you are posting content no one is interested in or you cannot rank for because the key word difficulty is too high.
