I use maintain over hundred dedicated servers for one employer and even work Google data center. I now self employee and look at Amazon AWS. I want run cpanel and tell salesman that I want configuration of 64GB and 1 TB flexible hard drive space. Even memory flexible depending on load. I tell him I try to think in my head between Cloud hosting and dedicated server and ask help to use right words.

I need flexible based on load. He quote me $880 monthly with no discussion on bandwidth. He salesman and interested in just make sale instead tell me why price so high. I hope someone here can tell me why price so high or what I should really be look at.
That quote is for a high-performance EC2 instance with predictable CPU (he doesn't mention the instance type but it wont be a T series) which can be re-provisioned on another node in the same AZ (automatically too if you use the special cloudwatch host instance health metric), that's 1TB of EBS, triple replicated within the AZ not some host level RAID. But alas there's so much wrong with this request, vertical scaling with cPanel for many small websites? why?
Why do you need flexible load? Why not just get a VPS with a cPanel license for $30-$40/mo until you validate your business model? It sounds like you will need management services too if you struggle to formulate your requirements. Linode will provide a cPanel license and management for an extra $100/mo so will several other providers at a lower price.
tl;dr - go back to drawing board.. the sales people at AWS aren't trying to screw you, your request is similar to barfing at Oracle DB licensing pricing when you need just a 5mb mysql database

a) Pay for "Data Transfer Out"
b) Pay for IOPS
c) Be required to pay in order to receive support
Any well-established infrastructure service provider presented at WHT would do better job and lower monthly fee than the major clouds.

I believe you are best looking at a VPS or dedicated server, as others have said you will be paying a huge amount from going the other route.
We have seen clients move away from dedicated servers and colocation to AWS and come running back soon after they start to see the true costs of using it.
They do however have an amazing set of features that sadly get a lot of companies locked into using them. Worse case a hybrid mix is a great option for some companies. However for a Cpanel hosting server this wouldn't be a great option.

Thank you. I know how you is VPS. Company I work for be using VPS for many years. I know need VPS. I begin hosting company on my own. I install cpanel. Quickly outgrow VPS. I be managing many many dedicated servers for a long time. That why when I ask AWS that I want 64GB I think in those terms because I no know Cloud terms. He know take time to help me other than say go read tutorials. That my first clue. So I already have dedicated server at major data center. I try think he'll be more efficient and spend less money. I also think not have to maintain Hardware. I do that for many many year and tired of replacing hard drive or motherboard or whatever. So I guess AWS not for me. At my old job minimum on server 64GB. So that's where I start.

Not at all.
Its aimed at larger enterprises and government organisations, particularly the EC2 instances.
If you only need a VPS look at Amazon Lightsail this will give you fixed resources at a fixed cost.
Or go with Microsoft Azure this will give you far better resources for your money as they list different sized machines for your needs.

Its expensive but far better then AWS.

Or if you don't need the extra features of Cloud computing, frankly I doubt Cpanel would run very well on a proper Cloud environment as its designed for single servers, just buy a dedicated server and put VMware on it, then you can build your own Cloud servers.
