The German sociologist Max Weber concluded that bureaucracy is the most effective and reasonable manner in which human action can be coordinated and that hierarchical procedures and structured hierarchies are required to preserve order, optimize productivity and eradicate favoritism. Convergence between Woodrow Wilson's and Max Weber's theories, as well as their divergence in policy – institutional dichotomy, may be traced to the Hegelian tradition of public administration philosophy. Wilson, on the one side, was greatly inspired by Georg W. F. Hegel. On the Bureaucracy other side, there is an empiric relation between Hegel and Weber.
  3. 3. The Constitution provides no mention of the administration, except to grant the President the authority to name a number of officials. In 1789 Congress granted the President the right to replace employees without the approval of the Congress, but the issue of who (if anyone) can ultimately manage the bureaucracy has been fiercely debated in American history.
  4. 4. The Presidency is more than just a single person; it is a dynamic institution. It is the only office to be elected nationwide at every level of government in this region. Relative to the rights bestowed on the Senate, the latter are far less important.
  5. 5. George Washington vowed that only individuals should be recruited as the most skilled. The Pendleton act, then the first of these organizations was the Interstate Commerce Commission, formed in 1887 to track irregularities in the rail business.
  6. 6. Administration is a common characteristic in many industrial economies, but U.S. bureaucratic administration is unique in three respects. Next, the administrative control over the workforce is exercised by a variety of organizations. First, several federal departments coordinate their responsibilities with state and local government entities. I personally agree with this because they do provide the action on the seen however I do not believe they are the most important factor of the government.
