Is this fine or looked at as spam?
Why is it spam?
I think your confusing Spamming and a "spammy looking" website.
You could have the best authority website ever and spam it all over and on the other hand "park" a spammy looking website.

Your link structure should be like images123.com/services as this looks proper. You can check the design sites for this structure. Also, for content don't just stuff the keywords, let them appear as natural. Take references of different design sites and study their content.
Your website is images123.com then your service page url structure should be like this images123.com/services and then post content related to your image services. But your service page is: images123.com/image-services it not look good. And also no need to write the same content in every page. In contact us page mention about your contact detail and in portfolio add some of your works and detail information about what you have done.
Dont use same keyword each and every time, it look spammy.
If there are other types of services on your site (not only image service), then use images123.com/image-service. If you only offer image services, then go with images123.com/services. Don't focus much on keyword repetition in this case, your site won't be considered spammy since it has good content.
