#NoEsNoEnLaUNAM Statement
Mexico City, August 28, 2015
In the academic administrative community, student and the National Autonomous University of Mexico:
To the journalists and human rights defenders
A civil society
Public statement
Those who sign this letter we stand against all manifestations of violence against women in the university community; Likewise, we sympathize with the student who dared to denounce the rape suffered by Graduate student in physics associated with the Institute of Nuclear Sciences UNAM, Victor Hugo Soto Flores, alias Cathan.
Given this, we believe that there is a "personal matter" or an "incident" isolated that only incumbent on the persons concerned, it is a problem that concerns the entire student community and the authorities and academics UNAM and society as a whole. We recall that in 2013 the university received a recommendation of the National Commission on Human Rights for violation of human rights of a student of the National Preparatory School No. 9, who denounced sexual harassment by the teacher of physical Teodoro Castro Ruiz. Despite this, today we know of the existence of more cases of domestic violence among college where there has been no access to justice from the perspective of human rights of women.
Our statement and demands have nothing to do with any kind of political situation inside or outside the university. It sticks to the dignity and justice of those who have been victimized and the code of ethics which should lead the university to have academic integrity both in the classroom and during their educational training.
We require adherence to the university rules in accordance with Article 95 of the General Statute of the National Autonomous University of Mexico, which states that are particularly serious causes of liability applicable to all members of the University: II. Hostility for reasons of ideology or personal, manifested by concrete acts against any group of college or university; [...] SAW. The commission in his college performance of acts contrary to morals and respect each other members of the university community should be.
We are concerned about the performance of the University Tribunal deal with this case as they have re-victimized the affected, blaming the attack he suffered, regardless of the due process has been in criminal and universities. Because under the aggressor imposed before a district judge against the UNAM, so far the authorities of both common law and the university have not taken a decision, even though the complaint was lodged in November 2014, does 10 months. Far from punishing the aggressor, they have given facilities to finish their graduate studies promptly and continue in physics doctorate within the UNAM.
The UNAM has the obligation to have a protocol and / or intervention to protect victims who report rape, and any other type of violation of fundamental human rights to prevent assaults, victimization, harassment and intervention in personal and sexual life of university. The establishment of a specialized body binding and new regulations in the university legislation to ensure due process is required. It is imperative to seek efficiency to deal with complaints and / or complaints of violence against women to prevent the university authorities use discretion disproportionately and illegitimately, to issue statements on university incompetence to track cases or punish him due to the aggressors.
We can not allow a person who incurs crimes continue to exercise some kind of educational work in our classrooms, or within any educational premises of the UNAM. It is unacceptable that our university will become a place that tolerates such violent behavior affecting both students and alumni.
Given the seriousness of the facts and considering that this student has acted without any ethical, minimally required in any academic of our Leading Academic, the / os undersigned demand the expulsion of the PhD student Graduate in Physics associated now to Centre for Mathematical Sciences at UNAM, Victor Hugo Soto Flores, alias Cathan.
