2. Project: The Site logs IP address per login, I want for my VPS to appear as a local computer IP in/around Dallas. Ie, so when i am overseas (Will this work?)

Technically and financially you shouldn't have a problem finding your VPS -- if you are simply using vps as a remote desktop. If you are using an app or script that automatically connects to other web sites you may have issues with provider's TOS; if this is the case be sure to inquire

Youtube would be an exception but netflix, hulu, the network channels are are very aggressive and block off datacenters. (and VPS networks in turn)

You can organize that technically, but in this case users in the network will see you as the one who is "located" inside of Data Center.
In this case getting some VPN/proxy could be good alternative.
The IP will most probably be listed as a datacenter IP from big sites such as google, fb, netflix, hulu, etc, but it might not be a problem for smaller websites that cannot (or will not) track such issues. However, geolocation of the IP can (and probably will) vary greatly if you're on a datacenter based IP.
Your budget is more than enough for a good Windows vps with activated Windows license. You can always take advantage of any money back guarantees if it doesn't work with Netflix or any of the video sites you're trying to browse.
