First you need to have an activated version of Windows 7 SP1 or Windows 8.1 installed.
Windows 7 SP1 can be activated with Das Loader, Microsoft ToolKit or KMSpico.
Windows 8.1 can be activated with Microsoft ToolKit or KMSpico.
Get the Windows 10 installer/downloader at
https://www.microsoft.com/en-us/software-download/windows10
You MUST do an upgrade install the first time, and be connected to the internet.
Microsoft no longer uses keys for activation, unless you buy your copy.
Instead Microsoft saves your activation HWID on their activation servers to verify against.
Changing motherboard changes HWID, HDDs, GPUs, RAM etc, do not.
After installing Windows 10 via the upgrade, connect to the internet and verify that your Windows 10 is activated.
Now you can do format and installs with the ISO or Bootable USB. When prompted to insert the Key, click SKIP both times, connect to the internet and it will verify your HWID with the one you activated with when you upgraded and activate automagically.
Congrats, full permanantly activated Windows 10.
You still need the KMS tools to keep Office 2013 activated.

Other things you should know.
Windows 7 SP1 Starter/Home Basic/Home Premium can only upgrade to Windows 10 Home/Core
Windows 7 SP1 Pro/Ultimate can only upgrade to Windows 10 Pro
You don't need to install any updates prior to upgrade, just activate.
Windows 8.1 With Bing/Home can only upgrade to Windows 10 Home/Core
Windows 8.1 Pro can only upgrade to Windows 10 Pro
N versions are the same as above, but use N versions.
Enterprise/Education/LTSB and other special versions are not eligible for upgrades.
KMSpico is in beta to activate the special versions.
No keys were posted, because you DON'T use a key. Using a key in any of the above steps will hinder you from activating Windows 10, unless you actually bought a Windows 10 key.
Windows 7 and 8/8.1 Keys will not work with Windows 10! Microsoft uses the upgrade method to save your HWID and activation information when you connect to the internet to activate!
Your old keys will still work with whatever versions of Windows they came with.

This loophole only works until July 2016 when the free upgrade offer ends.
After that, use KMSpico.
