I have been with 2 VPS services already. First one issued me blacklisted IPs and second one has my website and cpanels down for the 2nd night in a row. Is there no competent host around that can offer reasonable prices? And by competent, I am setting a VERY low bar here lol. Seriously, I just want clean IPs so my emails are not blocked by every friggin ISP and oh I dunno, if you advertise "99.9% uptime gauranteed," hows about meeting me halfway at 80-ish. From my experience with incompetent providers, that is already asking for a lot. So sad I know.

Well, I used FutureHosting for years, and found them solid as a rock. 4 GB of RAM, fully managed with cPanel, is $60 a month.
So you can definitely do it for $60. I can only comment on what I've used myself, so I can't say for sure there aren't suitable providers between $40 and $60.

Going with a cheap VPS provider will likely get you VPS with blacklisted IP's as that is often misused by spammers since they are cheap (unless the provider is very strict on spam policies) and works hard to keep IP's clean.
Your requirements do not mention anything about SSD or type of virtualization such as KVM etc. so likely a VPS provider with openvz can suit your $40 managed vps budget?

Cpanel license itself will eat up some good part of your monthly budget, so you may want to increase your budget ob Cpanel price to get good server.
To get a managed stable service should increase budget. server, cpanel, Cloudlinux, backup manager, backup space and others related services/license cost near about $40, without overselling, low grade hardware, it's difficult to provide managed services within the budget for any provider.

As mentioned cPanel is going to be $12-15 of your budget, so expecting $40 with 4GB of ram is unreasonable from any host that will provide true managed services.
$60+ before any specials, coupons, etc would be a good place to start.
What other resources do you need besides 4GB of ram? Number of CPU cores? Disk Space? Bandwidth?
