I thought I was in that boat, my quest told me to go to the top and talk to Rose, but every time i clicked the button she said something about helping her first. I had a quest which was marked there, and another which was in fact the smaller chain quest to help Rose. After you do her chain, you can go up to her and continue your other, bigger quest chain. The end game does too often devolve into resource and menu simulator. We were taught in every Bethesda game up to this point to hoard and that we could stash things around and organizing them and now I'm just constantly encumbered, if I wasn't it would mean not looting anything or wanting to, and neither situation is good. It deserves low reviews just like launch no man's sky, and it may someday get its turnaround. I get the Bugs and glitches. It seems like almost everything is in disrepair.
