  1. Over the past eight years, my research infers artificial intelligence (AI) and machine learning (programs) are rapidly outpacing their creators' ideologies and thought processes (humans).
  2. In short, emerging supercomputers and associated learning programs demonstrate they are capable of constructing persuasive predictive analyses. Many of these scenarios are outside the limits (bounds) of human thinking. This phenomenon is not unique when viewed by a researcher who employs highly sophisticated qualitative and quantitative analyses and predictive programs.
  3. Moreover, all first-tier countries have and are using these systems as a part of their decisional-processes to guide their examination of future scenarios and probable outcomes (given the right set of conditions).
  4. One research statement that perhaps deserves added investigation is the following. When do these systems have sufficient real-time data extracted from the global internet (to include information collected from the public broadcast, social media platforms, and other forms of message traffic) to present a highly-viable future alternative that will trigger world governments to act?
