Best way to transfer content to other domain without 301?
I have one website which I believe might be penalized, maybe because of backlinks or some other off-page related issue, I just can't tell definitely. but the content is high quality so i was thinking to move it on another domain, but 301 redirecting will probably pass any penalty that current domain has. What would be the best way to move current content so google won't consider it as duplicate?

Any redirect will simply let g (or any se) know that old is redirected to the new ... so whatever was hurting the old site will certainly have some kind of effect n the new site.
You COULD, of course, just make a clean break and start fresh with a new domain and forget any "history" with the old site. Some times works a wonder, most times simply means you are starting over at Zero.
On the other hand, you could clean up everything at the old site, update with new, fresh quality content, and just wait it out.
OR, you could leave the old in place AND start over new with DIFFERENT content and see which one does better over time (I suggest different hosting, registrar, and ip ranges so the sites are independent of each other!)
Before you do anything, see whether you have a penalty or not.
Google "see google penalty", you'll find confirmation that you should be looking in your Google Search Console account, to see if a manual action has been applied.

The penalty issue will... remain an issue, I have no way to predict what would happen or how to overcome that.
As far as what I have done is (a lot of work): set up straight 301 redirect to the new site, but not for each page, instead I placed a general 301. Then I started posting the content releasing one article at a time (not in batches) and yes I'm taking the time to edit the original content instead of just copy and paste my own articles.
So in the long run what I'm doing is modifying my own content and posting it again on the new website. Sounds like a lot of work and IT IS but I'm surprisingly finding some minor errors and space for new details on the content, so I'm posting a better set of articles now with new pictures. The old site was kept alive for about 6 months and then deleted. So far so good. Sorry but there are no easy solutions for this, and nope, my old website didn't have any penalization applied as far as I know. I closed the website because I didn't want to maintain so many webs anymore.
