The difference is between the average IQ of the two populations, not every white being more intelligent than every black. Every attempt to help blacks fails because their average IQ is 85, in the case of African Americans, and lower in native Africans. They simply cannot be helped as a group when the majority does not have the threshold intelligence to not drag everyone around them down.
