CEX.IO is a commodity exchange platform and an environment for trading GHS, which are mining at the GHash.IO pool.
CEX.IO is only a platform for trading. We do not buy or sell our own GHS. The trading is done between other GHS owners as well as CEX.IO partners, who add hardware mining facilities to the exchange.
All registered users are able to mine with cloud-based GHS on GHash.IO as well as trade cloud- based GHS for BTC according to the market price.
The shared credentials between CEX.IO and GHash.IO allow users to:

Receive mining rewards even when GHS are in trades on CEX.IO.
