Neymar's impending 222m euro (£198m) exchange to Paris-St Germain is "not costly" but rather the outcomes will cause "issues", says Jose Mourinho.
The Brazil forward, 25, revealed to Barcelona he needed to leave on Wednesday.
Liverpool supervisor Jurgen Klopp scrutinized the proposed world-record bargain in light of Uefa's Financial Fair Play rules.
"I thought Fair Play was made with the goal that circumstances like that can't occur," said Klopp. "That is to a greater extent a recommendation than a genuine run the show."

Neymar's exchange would top Paul Pogba's then world-record move from Juventus to Manchester United the previous summer by more than £100m.
Mourinho stated: "Costly are the ones who get into a specific level without a specific quality. For £200m, I don't think [Neymar] is costly.
"I believe he's costly in the way that now you will have more players at £100m, you are going have more players at £80m and more players at £60m. What's more, I believe that is the issue."
He included: "Neymar is extraordinary compared to other players on the planet, monetarily he is exceptionally solid and without a doubt PSG considered it.
"So I think the issue is not Neymar, I think the issue is the results of Neymar."
Neymar will gain 865,000 euros (£775,477) seven days, which will compare to 45m euros (£40.3m) a year prior to charge.
PSG's aggregate cost over the underlying five-year arrangement will come to £400m.
Monetary Fair Play rules, first executed amid the 2011-12 season, stipulate that European clubs can't spend more than they acquire.
