The leak about The Last of Us's future plans says that we can look forward to meeting new characters called Lucas, Val, Ezra, Mason, and Gracie. So far, nothing about what the leaker said has been proven in any way, and naming characters is no more proof than anything else that has been said since.
Still, the fact that these supposed figures were confirmed to be in The Last of Us Part 3 seems like a better starting point for the multiplayer spin-off. In fact, The Last of Us has had no trouble switching out its playable heroes for others. However, since the multiplayer spin-off doesn't seem to have anything to do with The Last of Us's mascot characters, a new cast would make sense.
If there is a story to follow while doing other online activities, learning about and taking part in the lives of a few survivors would be a great thing to do. So, the player could be a person who can be changed and is connected to the lives of Lucas, Val, Ezra, Mason, and Gracie in some way. This could still be the starting point for Part 3, but it is now assumed that each mainline chapter will be linked to Ellie in some way. Whether or not this is true will depend on the story of Part 3.
The third part of The Last of Us looks like it will either follow Ellie or Abby. A new group of characters would probably be much less interesting without Ellie and Abby. It will be interesting to see how the multiplayer spin-off turns out and how it might be different from a supposedly inevitable Part 3, but these latest leaks seem to show that it already has a simple base.
There have been no announcements about the game that would make these leaks more clear, but it would be amazing to see PvP and PvE within survivor groups competing with each other for goods and survival. There will need to be new characters, and if these leaks are true, it would make more sense for them to be in the online spin-off than in The Last of Us Part 3.
