It depends on what your goals are with the Bitcoins.
If you have some Bitcoins already and your goal is to invest them, then cloud mining is not a very good option as you will get very small return on your investment.
If your goal is to obtain bitcoins, then there is really no reason to cloud mine at all.
You will get more bitcoins for your money if you just find an exchange in your country and buy bitcoins for your fiat currency.
