In this video I will show you a very easy way to get the Shocking Behavior commendation during the Blackout Global Event on The Division. You will more than likely get this without thinking. You are required to shock your allies 10 times, and the conditions are that the division blackout do it on world tier 5, on hard difficulty or above, you must be in a group and have the Extreme or Total Blackout modifier on.
