You have to build your audience first. Is your website about web development? You can target small business owners. You can grow it organically but may take some time. If you have additional budget, you can run several advertisements to help fuel your campaign.
Well make a presence in social media sites like facebook groups ,twitter linkedin etc .Show people that you are an expert in your field and deliver value content .In this way people will like you and they will check your posts

also we started to get traffic from reddit and facebook groups , but we see that the cpm is too low max 1.9usd from the usa and canada
for this its diffecult to use facbook ads because we will spend more as what we will earn because we only adsense and amazon affiliate for now ..
have you any idea how to emprove the cpm and get a good traffic from social networks ..?

You have increase your social media presence and also increase the networking. Share your posts frequently on Social media sites. Don't be shy to share others stuff because when you share others they will return the favor and shares your as well.
