Should I go with an overseas VPS for reselling hosting?
History:
I'm a (now 'retired' but still doing work for non-profits and the like) website designer in New Zealand. I have always hosted clients and offered hosting for a number of non-profits (either free or cheap). I was with Dreamhost for about 10 years till I noticed their hardware wasn't keeping up with the increasing complexity of websites. We switched to a New Zealand based host (shared reseller with cPanel/WHM) and have been with them about 2-3 years I think.

Their stats on paper seemed really good but we have had constant issues with websites maxing out the CPU and RAM (512MB across all sub accounts - we were told it was 512 per 🙄.
Now:
We are considering switching and weighing the pros and cons of reseller shared vs VPS and sticking with New Zealand based host vs overseas host.
I recently read that with CDNs (we use Cloudflare free), it matters less these days about having a data centre close to customers. Cloudflare rolled out a datacentre in Auckland in 2015 in fact. Is this true? Does it matter less with having a Cloudflare datacentre in the same city/country?
New Zealand hosts have for a long time been behind in terms of technology, speed, offerings, and certainly price! For our reseller shared hosting we get max 10 cPanel accounts on 10GB SSD, 100GB traffic, 1 CPU and 512MB ram plus one IP for NZ$34.50 (about $24 US). They do have really good customer service and have often gone out of the way to help.
My next consideration is to continue with shared reseller hosting or go VPS (likely managed). I'm also not against something 'out of the box' like Amazon Lightsail but I've read very little on that so I wouldn't have a clue atm how to set it up.
I would prefer something as straightforward as possible because I'm a very busy parent and have cognitive and memory impairment. The more set and forget something is, the better. But I'm not against a more complex setup so long as it's well documented or there are good tutorials.
I have looked at one host thus far (NameHero) and a little at Amazon Lightsail. My budget is MAX NZ$60 per month (about US $40 per month) paid monthly. TIA!!!
If you are a busy parent, it is recommended to get a managed VPS so that provider will take care of optimization and security for you. These are very important with online business.

Depends on what your websites are all about. if it's an informational website then the few mili seconds delay due to your site hosted elsewhere is Negligible. and Yes CDN helps. I would recommend you to move your sites to a Reseller Hosting rather a managed VPS to keep your costs low.
