for windows vps the windows licence cost is between you budget.
I'm using 3 USA VPS and the total cost of 3 is less than $21 (all of them have windows).
I use VPS just to navigate or SEO tools. Nothing fancy. A regular 1 GO RAM is more than enough.

Checkout OVH , you requirement of 1 GB Ram and budget fits in. But don't expect good support from them
