  1. e-Health Project Unique Idea
  2. Introduction
  3. e-Health project will be an initiative by the Ministry of Health, Government of Jharkhand to leverage the advances in Information and Communication Technology to the benefit of common man especially the rural poor in healthcare. It will introduce ICT application in implementation of various central and state government schemes which is expected to bring effective coordination in execution, better targeting of beneficiaries and establish transparency and accountability. It also proposes to establish web based grievance handling mechanism, state of art financial management system, integrated workflow automation and effective management information system thereby giving technological advantage to the health department in preparation and execution of health care programs. e- Health is an innovative project to take IT interface to rural heartland and bridge rural urban digital divide.
  4. The project seeks to convert the entire process of implementation like beneficiary registration, health-card data management, health check up using health card, disbursement of health related subsidies and funds under different schemes etc. from manual to electronic thereby eliminating the role of middlemen and reducing chances of manual misappropriation.
  5. Under the e-Health project the present and prospective beneficiaries would be issued a Biometric Smart Card (e-Health Card) which would contain particulars of the beneficiary as textual and biometric data (photograph and fingerprints) in electronic form. This card would be used to establish identity of the beneficiary at the time of health consultation and payment of subsidies on medicines and health funds.
  6. Under the e-Health project, technological processes will be customized to suit the understanding and perception of poor people so that they can take active part in the process in informed manner. They will be given voice guidance through the process in local language so that participants can understand the process and control it as per their need and choice. A people centered Call Centre will also be started whereby people can seek information and get their grievances redressed. All these, will make the participation of poor people meaningful and give sense to people-centered approach which is one of the underlying principles of legislations in healthcare.

  8. Study, Design and Implementation of e-Health Card System
  9. A. Project Conceptualization
  10. • Prepare project design as per vision and objectives.
  11. • Prepare a note on Program Concept that shall :-
  12.  Identify high level design principles and components of the projects.
  13.  Implementation Roadmap and plan with milestones clearly defined.
  14.  Prepare Project Organization with ownership and responsibilities clearly assigned till last level of implementation.
  15. • Conduct discussions and workshop with key project Management Team and all stakeholders and seek their inputs and concurrence on program concept and implementation Plan.
  16. B. Study of Services to be enabled using e-Health Card System
  17. • Study existing authentication and access control system and infrastructure system and processes across locations identified.
  18. • Undertake the study at locations across all districts of Jharkhand.
  19. • Conduct discussions with Project Management Team, represented by three services to identify and finalize solution.
  20. • Understand and translate stakeholder needs into system requirements.
  21. • Assess user base and infrastructure support requirements.
  22. • Draft and finalize the System requirements that shall cover:-
  23.  Software requirement.
  24.  Common System requirements including interfaces with authentication and access control systems and third party solutions.
  25.  Classification of locations based on role.
  26.  Infrastructure requirements.
  27.  Memory chip capacity to store medical record.
