Can cloaking use keywords that are prohibited in AdWords?
If possible, please let me know a cheap cloaker. The keyword I want to register is LOL BOOSTING. I am Korean and need to register as an AdWords keyword. Other competitors use this word but I was rejected.

Why dont you use HAF and remove that keyword from here, others can easily copy it
U dont need cloaker to set up campaigns. Cloaker is needed after your camp is live. Cloaker is not some magic tool to get your ads live.
Nope, it's not a prohibited keyword if your competitors are using it. Improve your site.
U never know the exact keyword variation the competitors are using, it is impossible to get it unless u have access to their account. Even if they use dynamic adcopy u never know if hey have few static ones too. U must have really bad coded website (or scripts on website) to have circumventing policy ban. Circumventing is mostly cause of adcopies and keywords, hardly website problem.
